Retail Council of Canada's Comments on the Federal Government's Response to the Fourth Report of the Standing Committee on Access to Information, Privacy and Ethics
Statutory Review of the Personal Information Protection and Electronic Documents Act (PIPEDA)

Investigative Bodies

RCC agrees that the designation of investigative bodies has been an administrative burden and in some cases a barrier to carrying out important investigations to protect Canadian businesses from loss.

While the retail trade does not have investigative body status, as an industry we remain concerned about the impact that some of the inconsistencies in Section 7 of PIPEDA are having on the Canadian economy.

Retailers are finding more and more that they are being impacted by organized crime — so much so that RCC recently launched its Retail Organized Crime Task Force which is working proactively with government, law enforcement and retailers to deal with issues from container/cargo theft to financial crimes.

It is RCC's hope that as the government moves forward to improve the investigative bodies framework that PIPEDA is amended to follow the lead of B.C.'s PIPA in this regard.
