For members with stores in Saskatchewan: Beverage Handling Fees to Increase Easter Sunday – Surprise!

Without consultation and without notice, the Province of Saskatchewan announced on Friday, March 23, 2018 that Environmental Handling Charges on all beverage containers in the province of Saskatchewan will increase by 2 cents, effective this Sunday, April 1, 2018.

Background:

The 2 cents across the board increase will result in the following new Environmental Handling Charges per container type:

Container Type- New Rate
Tetra- 5 cents
Aluminum cans- 7 cents
Plastic Jugs / bottles- 8 cents
Glass- 9 cents

With the April 10 provincial budget approaching, nearly $18 million in new government imposed fees and charges were announced by the that will be paid by residents and businesses beginning Easter Sunday.

The most substantial of these increases is on beverage containers, with the estimated $10.2 million tax increase going directly to the government’s general revenue account.

As an example, the result will be the equivalent to $1.68 per 24 pack, far in excess of what is fair or required compared to similar neighbouring deposit programs in British Columbia or Alberta.

Next Steps:

• RCC this morning expressed its frustration to the Province of Saskatchewan on the lack of notification and acceptable explanation for this increase.

• RCC has arranged a meeting with the Ministry of Environment to ensure going forward RCC members are consulted and provided reasonable timelines for the implementation of new taxes, fees and programs.

• RCC will continue ensure members are informed of any changes on this file going forward.
