Bill 112: Toward Barrier-Free Trade and Labour Mobility

On May 30, the Québec government tabled Bill 112, which seeks to eliminate unnecessary interprovincial barriers to trade and enhance labour mobility across Canada. Under the proposed legislation, any product compliant with another province’s standards could be sold or used in Québec without additional requirements. Similarly, qualified workers from other provinces would be able to work in Québec without undergoing extra certifications.

However, the government reserves the right to maintain specific requirements for certain products or professions by regulation.

Public consultations will take place in the fall, and RCC will actively participate to ensure maximum clarity, consistency, and flexibility for retailers navigating interprovincial operations.
