Guidance on “Made in Canada” and “Product of Canada” Claims

With growing consumer demand for Canadian-made products, businesses must ensure their “Made in Canada” or “Product of Canada” claims meet regulatory standards set by CFIA (for food products) and the Competition Bureau (for non-food products). To help retailers navigate these rules, RCC has prepared detailed guidance that members are strongly encouraged to review.

For food products:

  • “Product of Canada” – Almost all ingredients, processing, and labor must be Canadian (minor exceptions like spices apply).
  • “Made in Canada” – The final transformation must occur in Canada, with a label clarifying if ingredients are imported.

For non-food products:

  • “Product of Canada” – 98%+ of production costs must be Canadian.
  • “Made in Canada” – At least 51% of costs must be domestic, with a qualifying statement on imported parts.

Even maple leaf imagery can imply Canadian origin, so businesses should follow labelling rules carefully. RCC encourages members to consult CFIA, the Competition Bureau, and legal counsel for further support. (Please note, long term pre-existing programs like Les Produits du Québec for non-food and Aliments du Québec for food remain unaffected).
