Information Note: Final Regulation under Bill 29

The Quebec Government published, on June 25,  the final version of a key regulation (Regulation to amend the Regulation respecting the application of the Consumer Protection Act), stemming from Bill 29 — An Act to protect consumers from planned obsolescence and to promote the durability, repairability, and maintenance of goods. This regulation will officially come into force on October 5, 2025, as published in the Gazette officielle du Québec.

This regulation adds to other measures already adopted that address financial penalties for non-compliance with the Act:

Additional regulations are expected in the coming months, including those that will:

  • Define the scope of functional guarantees; Expand the list of products covered under the law; Clarify the duration of parts availability; Specify cases where merchants cannot be exempt from obligations; and establish clearer rules for how merchants and manufacturers must display or provide technical information.
