Major Shift in Immigration Policy & New Limits to the Temporary Foreign Worker Program

October 29, 2024

The federal government has announced a significant reversal on Canada’s immigration targets, reducing immigrant intake by roughly 20% over the next three years. This includes lowering the number of foreign students and temporary foreign workers, capped at no more than 5% of Canada’s population by 2026. Full details here: Supplementary Immigration Levels.

In addition, starting November 8, 2024, wages for the high-wage stream of the Temporary Foreign Worker Program will rise by 20%, increasing base salaries by $5 to $8 per hour, depending on location. These changes could significantly impact the immigrant labour pool for retailers. RCC is actively voicing industry concerns and working with other organizations to address the economic risks posed by these policy shifts.
