Retail Council of Canada announces appointment of Francis Mailly as Vice-President, Public Affairs for Quebec

Montreal, January 20, 2025 – Retail Council of Canada (RCC) is proud to announce the appointment of Francis Mailly to the position of Vice-President, Public Affairs for Quebec. With over 15 years of extensive experience in government relations and communications, Francis brings to RCC a proven retail know-how and contagious energy that will enrich our organization’s leadership.

“The return of Francis Mailly represents an important milestone for RCC. His deep understanding of Quebec’s political workings and his expertise in the retail sector make him an asset in defending the interests of our members across the country. At a time when challenges are multiplying for our industry, his arrival in this new role of Vice-President, with expanded responsibilities, significantly strengthens our ability to address these strategic issues. We are delighted to be able to count on his leadership and strategic vision,” said Michel Rochette, President of CCCD – Quebec.

Holder of an MBA from HEC Montréal and a degree in public relations and political science, Francis is returning to his roots. He served as RCC’s Director of Government Relations for Quebec from 2019 to 2022, playing a key role in supporting food retailers during the COVID-19 pandemic. His mastery of political and economic issues as well as his analytical skills will contribute directly to strengthening the organization’s influence and reach.

“I am honoured to return to RCC and to serve again its members and partners. Retail trade is a vital sector for Quebec and Canadian economy. Whether it’s housing, clothing or food, retailers play a central role in our daily lives,” said Francis Mailly.

Recognized for his dynamism, intellectual rigor and strategic thinking, Francis is also appreciated for his personality and his ability to build strong relationships with partners and stakeholders. His expertise and leadership will contribute significantly to the pursuit of his mission of advocacy and innovation within the retail industry in Quebec.
