Québec Immigration Consultation – We Want Your Input

The Government of Québec has launched a consultation process to determine immigration targets for 2026–2029. A proposed reduction in immigration levels—paired with a desire to transition more temporary migrants to permanent status—will have direct impacts on the retail labour market. RCC is preparing an industry brief to be submitted by August 15 and will take part in public consultations this fall.

To ensure your needs are accurately reflected, we invite you to share your workforce challenges (vacancy rates, recruitment in rural areas, francization, integration, etc.) and fill out the attached consultation questionnaire by July 14.

Upon the announcement of this consultation—which also confirmed the continuation of certain immigration moratoriums—RCC co-signed a letter highlighting the significant labour challenges facing the industry.
