RCC Bill C-27 Privacy & AI Outreach
May 16, 2024Federal Bill C-27, the Digital Charter Implementation Act 2022, will implement major changes to Canadian privacy and data governance if it passes. The bill includes a comprehensive new privacy law, the Consumer Privacy Protection Act (CPPA) and a new law to govern artificial intelligence, the Artificial Intelligence and Data Act (AIDA). C-27 would also create a new administrative Tribunal through a third new law, the Personal Information and Data Protection Tribunal Act. If Bill C-27 passes, these will be the main (though not the only) statutes setting the rules governing privacy and artificial intelligence in the Canadian private sector, including in retail and related businesses.
The laws proposed in Bill C-27 contain many requirements that would apply to modern retail, including high penalties. They have several stages to go before passing and may undergo some changes during that time. In spring 2024, RCC reached out to federal MPs on the INDU Parliamentary Committee studying the bill. We are advocating for CPPA amendments that would better reflect the reality of modern retail crime, including data-sharing to better prevent rising threats to employee safety. RCC’s 2024 outreach follows 2023 comments on several other areas of the bill. We continue to monitor government developments in privacy and AI through the RCC Privacy Committee.
