Retail Conditions Report – Spring 2025

June 16, 2025

Consumers Open Wallets, Return to Stores, & Start Shopping Again

Following a sluggish start to the retail year, Canadians returned to stores with renewed momentum.

80% of retailers reported year-over-year sales gains, signaling a broad recovery. Both consumers and retailers have shown resilience amid a turbulent landscape of elections, tariff shifts, market volatility, retail closures, and economic uncertainty. A rise in consumer spending—partly driven by economic patriotism—has fueled the rebound.

Most retailers are maintaining modest growth and marketing plans for 2025 but remain alert to a dynamic environment. Risks in the second half of the year include potential tariffs, supply chain issues, soft consumer confidence, and recession concerns. Still, three straight months of positive comp-store sales suggest no clear downturn—at least not yet.
