Toronto Parking Levy Delayed to 2026 – RCC Advocacy Win for Retails

Last year, Toronto proposed a parking levy taxing corporate parking spaces at $6/m² downtown and $3/m² elsewhere, increasing grocery store property taxes by 10%.

Last Tuesday, Toronto tabled its budget, delaying implementation to 2026 instead of 2025.

The CFO is authorized to halt the levy if provincial funding replaces it. RCC views this as an advocacy win. City staff also noted the Municipal Property Assessment Corporation (MPAC) would need to create a new product to administer the levy, adding further uncertainty. Ontario’s Finance Minister opposed the levy, highlighting a $9-billion deal with Toronto to stabilize finances without raising taxes.
