On June 3, 2021, Ontario filed a new recycling regulation for paper and packaging which will transition Ontario’s curbside Blue Box recycling system to 100% producer responsibility, meaning that producers will be physically and financially responsible for the system rather than sharing responsibilities with municipalities.

This new regulation sees a material shift in the price charged for end-of-life recycling of paper and packaging. In addition, the regulation sets up a new competitive landscape wherein producers will have the ability to select a Producer Responsibility Organization (PRO) to help meet regulatory responsibilities, including material collection, reporting and more.
