Quebec youth labour bill to come into effect Sept. 1, 2023

April 5, 2023

Last week, Minister of Labour Jean Boulet tabled Bill 19, which is aimed to regulate youth labour in Quebec.

The bill, if passed, will prohibit the employment of children under the age of 14. Between the ages of 14 and 16, teens will be limited to 17 hours of work per week during the school year, with a restriction of 10 hours from Monday to Friday. This ruling will come into effect on September 1, 2023.

There will be exceptions to the bill, which will be determined by regulation of the government, In those cases, a consent form will be established by the commission des normes, de l’équité, de la santé et de la sécurité du travail (CNESST).
