Recycle BC requirement to report sales of single-use items and packaging-like products

Last June, the BC Government amended the Recycling Regulation to obligate the collection of single-use items and packaging-like products beginning January 1, 2023. Recycle BC is requiring their registered producers to report on the 2021 sales of these products in 2022. When they report their 2022 sales, they will pay fees that are set based upon the 2021 sales data. Recycle BC is doing this despite the lack of consultation on or approval of a stewardship plan which includes these products. For more information, please consult Recycle BC’s news update.

When Government consulted RCC about their proposal to amend the regulation (in January 2020), one of the concerns RCC expressed was that Recycle BC would require producers to report and remit prior to the 2023 obligation. Government’s response was that this was an issue between Recycle BC and their registered producers.
