Extension of restrictions and curfew reinstated in Mtl and Laval
UPDATE APRIL 27, 2021: Given the downward trend in COVID-19 cases in Quebec, the government is relaxing some of the measures in certain areas. The changes relevant to retailers include:
- Curfew in Montreal and Laval is pushed back to 9:30 pm. (business to be closed at 9:00 pm at the latest) starting next Monday (May 3, 2021).
- The special emergency measures already in place in Outaouais, Capitale-Nationale and Chaudière-Appalaches are extended until May 9, 2021.
- Curfew at 8 p.m. (business to be closed at 7:30 pm at the latest).
- Non-essential businesses remain closed, sale of essential products only.
- There are no mandatory paid vaccination leaves at this time, but the government is asking businesses to be “accommodating.”

Due to the increase in the number of COVID-19 cases, especially in in the region of the Capitale-Nationale, the government has just announced the strengthening of certain health measures. The changes relevant to retailers are:
- The implementation of special emergency measures for Quebec City, Lévis and Gatineau regions is extended until Sunday, April 18, 2021, inclusively.
- Starting Sunday, April 11, the curfew is reintroduced at 8 p.m. on the Island of Montréal and Laval (business to be closed at 7:30 p.m. at the latest).
Following the INSPQ’s recommendation (in French), CNESST (in French) now requires that procedure or attested BNQ masks be worn in all indoor workplaces.
For outdoor work, mask-wearing is required at all times if interactions within two metres are unavoidable with co-workers.
Full-time mask-wearing does not apply in the following situations:
- If a person works alone in a closed cabin or room (for example, in an office with walls and door, in a truck, in an cabin) and when eating and drinking (for example, at mealtimes and breaks).
- For health reasons (for example, for an asthmatic person) and safety (for example, if fog forms and interferes with driving a vehicle or handling machinery).
