New recycling obligations in Quebec: Cooling appliances in grocery and restaurants

June 7, 2021

As of December 5, 2021, producers of commercial and institutional cooling appliances will have extended producer responsibility (EPR) obligations to manage the cost and operations of end-of-life products in Quebec (collection, recycling, etc.), under section 53.0.1 (2) of the Regulation respecting the recovery and reclamation of products by enterprises.

There are obligations for your business if you either:

  • Sell cooling appliances to other businesses; and/or
  • Import cooling appliances for use in your own stores (e.g., refrigerators, freezers, etc.)

If you import commercial appliances from outside of Quebec, you would be captured as the obligated party under the regulation. You would not be obligated if you use a Quebec-based distributor, as they would be the obligated party.

In order to better understand the landscape and inform next steps, RCC is looking to engage with members to better understand:

  • Who are the main Canadian-based suppliers/brands of commercial appliances?
  • Who in your company is best positioned to discuss how fridges and freezers are currently handled/retrofitted at end-of-life?
