Mandatory presentation of vaccination passports in “non-essential” retail stores in the coming weeks in Quebec

Health Minister Christian Dubé announced today the upcoming introduction of new measures.

As of January 18, 2022, the presentation of vaccination passports will be mandatory to access the branches of the Société des alcools du Québec (SAQ) and the Société québécoise du cannabis (SQDC).

• The verification will be done at the entrance of the branches.
• This measure excludes all SAQ agencies present in certain food stores.

The government has clarified its intentions regarding the implementation of vaccination passports in so-called “non-essential” retail businesses in the coming weeks:

• The minister has confirmed that discussions will take place with us to discuss the logistics of how this could work.
• No date is currently confirmed.
• RCC is in close contact with the various cabinets involved, including the Premier’s Office, as part of this decision-making process and will ensure that the impact on retailers is minimized.

Self-declaration

• A self-declaration platform, which will allow people to record their own rapid test result, will be available online in the coming months (in French).

Vaccination

• The vaccine capacity for the administration of the third dose will be greatly increased in the coming days. This will accelerate the expected pace of vaccination (in French).
• Discussions are currently taking place to add a booster dose to vaccination passports as soon as the majority of citizens have had access to it. Details of this measure will be presented shortly.

Identification of contact cases

• Following the announcement (in French) of the reduction of the isolation period from 10 to 5 days, new tools to determine the different types of contacts and the measures to be taken are now available online.
