B.C. Environment requests RCC input on producer definition extension to cover online sellers

The B.C. Ministry of Environment has asked RCC to provide input on potential changes to the Recycling Regulation which provides the basis for B.C.’s Extended Producer Responsibility regime, intended to clarify that online sellers are regulated producers.

The intention of the proposed amendment is not to change who is considered the obligated producer, but to increase clarity. They are proposing changes that align with the intent of the regulation that all businesses that sell and/or distribute regulated products in or into B.C. are captured, and to address challenges with compliance promotion and enforcement due to current wording. RCC has been asked to submit comments by August 31, 2023.
