Schools and Daycare: Update
During question period, Prime Minister François Legaut raised the following two points:
- Schools will not reopen on May 4 ;
- The daycares will reopen soon, before the schools. Emergency child care could also be extended to other workers.

$306.8M for small and medium-sized Indigenous businesses
These funds will help 6,000 Aboriginal-owned businesses access short-term interest-free loans and non-repayable contributions from Aboriginal financial institutions.

Local labour incentives for food producers
A financial incentive of $100 per week has been granted to Quebec food producers to ensure they can pay local labor costs if workers cannot be brought in from Mexico or Guatemala due to COVID-19 related precautions.

Small businesses and start-ups get additional boost
The federal government announced it will provide $962 million to regional development agencies and $270 million for Futurpreneur and the Industrial Research Assistance Program to support innovators and firms that do not qualify for the Canada Emergency Wage Subsidy or other emergency business loans. Details on how the funds will be deployed are still being worked out.

State of emergency extended and payment deferrals announced
Québec Premier François Legault announced the extension of the province’s State of Emergency. The order has been extended until April 24, 2020. The Minister of Labour, Employment and Social Solidarity, Jean Boulet, also announced that businesses in the province will have until September 1, 2020 to pay their annual registration fee to the Registraire des entreprises. The payment deferral represents $24.5 million in relief for business owners and organizations.
FEDERAL
Retailers with payrolls of $20,000 to $1.5 million now eligible for CEBA
To help even more independent retailers and small businesses, the federal government has expanded the qualification requirements for the $40K Canadian Emergency Business Account (CEBA). Now, retailers who had payroll between $20,000-$1.5 million in 2019 are eligible to apply for the loan through their bank. RCC applauds this initiative that will increase the number of retailers who can benefit from the interest- free credit.
Rent relief for retailers
The government announced a new Canada Emergency Commercial Rent Assistance program for small business. The government announced it will help small businesses pay their rent for April, May, and June. The assistance is being rolled out in collaboration with the provinces and territories as it’s within their jurisdictions.

Minimum wage to increase in Quebec on May 1, 2020
Quebec minimum wage is currently $12.50. As of May 1, 2020, the minimum wage will increase to $13.10/h (+ $0.60).
FEDERAL
Expanded eligibility creteria for CERB
- There will be more flexible rules for CERB claimants who are working reduced hours. Retail workers who make less than $1,000 a month due to reduced work hours will qualify.
- Seasonal workers and those who have recently run out of Employment Insurance will also now be eligible for CERB.
- The government will be working with provinces to increase pay of essential retail workers who make less than $2,500 a month.

- Garden centres, nurseries and Landscaping
- Businesses selling swimming pools

- Housing construction for units scheduled for delivery no later than July 31, 2020 (As from April 20)
2020 Provincial Worker Compensation Updates for Retailers
- Starting March 20 and until further notice:
- Retailers have until August 31, 2020 to make their payment of their Statement of Account linked to the CNESST contribution. In addition, no penalty or interest will be charged during this period.
- The deadline for filing the 2019 Wage Statement is extended. Employers have until June 1st, 2020 to file.

- The Public Health Agency released COVID-19 Modeling this morning.
- Job numbers: Over 1,011,000 Canadians lost their jobs in March. Unemployment is now 7.8%
- Canada is in the most severe wave now, and it is likely to last until summer. Once there is a leveling off, measures will be gradually lifted.
- After this initial wave, there will likely be other mini waves of outbreaks, and this will be the new normal until a vaccine is found.
- The PM is urging Canadians to only go out to get groceries once a week or less. If you do need to go out, be sure to keep a distance of 2 meters.

- The training must be given online or remotely.

The Federal government released more details about the wage subsidy program:
- Employers who see a 30% or more decline since this time last year are eligible for wage subsidy up to 75% for first $58,700 of salary dollars up to $847/week per employee
- This is calculated by comparing your revenues from the same months last year March/April/May
- Employers will need to reapply each month
- Includes hospitality, non-profits/charities. The size of the business doesn’t impact eligibility.
- Businesses will need to do all they can to pay the remaining 25%, but there will be flexibilities for those who can’t.
- Able to apply online shortly (between 3-6 weeks) through a CRA online portal.
- Bad actors will face severe penalties for fraudulent activities or who abuse the system.

- Restriction for non-essential travel across border:
- Shipments, trade and commerce will not be affected by the new restrictions at the Canada-U.S. border.
- Essential travel will continue. The supply chain will be maintained so that essential food and goods can continue to reach people on both sides of the border. The work of the truckers will therefore not be affected;
- $ 27 billion in direct supports for citizens and businesses;
- Over $ 55 billion to help business liquidity through tax deferrals;
- Income tax payments will be deferred until after August 31, 2020 for any income tax amounts that become owing on or after today and before September 2020. No interest or penalties will accumulate for tax balances or installments due.
- For businesses facing revenue losses and lay-offs, eligible small business employers (including those who would normally be eligible for the small business deduction) can access a temporary wage subsidy for a period of three months. The subsidy will be equal to 10% of remuneration paid during that period, up to a maximum subsidy of $1,375 per employee and $25,000 per employer. Businesses will be able to benefit immediately from this support by reducing their remittances of income tax withheld on their employees’ remuneration.
- Measures for businesses: The Farm Credit Canada will be boosted to support farmers and primary food producers

- Obligation to file the tax return (for individuals) is postponed to June 1.
Companies:
- The production of annual tax reports will be carried out in the usual manner;
- Suspension of tax and installment payments until July 31;
These measures will inject 7.7 billion of liquidity into Quebec’s economy.
